Better, on this view, to stick to Ms. Pelosi’s current approach — insisting on modifications to the proposal’s labor, environmental and pharmaceutical provisions, and discussing them with Mr. Trump’s trade representative, Robert E. Lighthizer — indefinitely.
The problem is that Mr. Trump might revive his threats to withdraw from the existing trade framework, the North American Free Trade Agreement, damaging the hemispheric economy.
