Crowd Funding for "The Wall?"

It appears that no immigration law has a chance this year. IMO additional monies are needed by the federal government for enhancement of barriers on the Mexican border. How about crowd sourcing?  My initial thought would be an institution organized in law to collect money for this purpose and no other and to donate the money to DHS.   A Paypal account perhaps for the collection channel?  pl
