My understanding is that there is NO PUBLISHED GUIDANCE within DoD or its components or the Armed Forces concerning the procedures or process for disobeying an order believed UNLAWFUL!
PL, shortly after the Michael Brown incident in Ferguson there were heated discussions on these pages, and many expressed skepticism that the Federal Government would conduct an impartial investigation of the matter. Well, they've finished their investigation and the report is out. It finds there is not enough evidence to successfully prosecute Officer Wilson, but it does find there's systemic bias in the Ferguson police department and city offices. Perhaps people who were so vocal at the time will take a minute to reflect on their comments.
The registered voters of Ferguson elected the city officials who oversee the police department the son of the black panther leader and Philadelphia/NYC elitist is so troubled with.
Maybe the democrats in Missouri can do something about all those crimes Mr. Coates says occurred.(Of course Eric Holder found no legal rational to arrest any police officer in Ferguson for any federal crime.) I would expect extra effort from the state representative whose district includes Ferguson as well as from the Governor of Missouri since they are both members of the Democratic Party.
I did however enjoy the reference to Galactus, the fictional character from a comic book. Maybe if we had a system of justice in the black panther/comic book style rather than the one we actually do have we could do away with all the troubling effort associated with having elections. Or perhaps Mr. Coates and company could get off their collective asses and go door to door in Ferguson to register all those eligible to vote so they can get the representation in government they desire.
Tyler, glad to see you are as open-minded as ever. Here's a thought for you: perhaps blacks are over-represented in crime stats because they are charged with crimes for acts that wouldn't result in even a raised eyebrow if a white person committed them?

He has charged no one in Ferguson with a Federal crime. The justice department made a finding of a pattern of behavior? That's not charging anyone with a crime. But then my cherry picking is not as eloquent as Mr. Coates'.

Other than the small group of lawyers making up Arch City Defenders the efforts of liberals in Ferguson to change the pattern of policing in all the years prior to Mr. Brown being killed were just about zero. Feel free to point out what the Democratic Governor was doing to fix things in Ferguson for all those years. Whatever they were they didn't work.
What do you think is going to happen if the Justice Department forces the disbandment to the city police department? Peace and harmony break out? I hope it does but doubt it mill. Zero law enforcement? Not likely. Either the state or the county is going to deploy police officers to enforce the laws in effect. They are also going to send the bill to the city tax payers. I'm certain a state trooper or deputy sheriff makes more than one of those city police officers. Even if there are less of them on the street the policing costs are going to be pretty close to what it costs now,especially considering all the legal bills that are getting racked up. The tax payers are sure going to love paying for all that.

What I have read some of the climate scientists saying is that as the Arctic/SubArctic de-ices and warms up preferrentially to the nonArctic, that the northern hemisphere jet streams aren't blowing as strongly or tracing as evenly round an outline around the north. They are beginning to weaken and wander north here and south there, and the air masses behind them go as north or south as the wandering jet streams permit. I would suspect, therefor, that the jet stream must be going way north in Siberia/Alaska just now.
Is there supposed to be enough methane releasing around the Arctic to already begin trapping heat all on its own?
