There are 105 pages in that report, I read them all. Nice try. I'm sure after eliminating half the force and 'training' the rest to 'community police' things will be much better, except for the unemployment rate and the tax structure of the city. Not to mention voter participation. The municipal judge still serves at the pleasure of the city council as does the police chief. They'll both be fired as soon as the elected city council says so. Don't bitch if you don't vote.
