If you want to call them police, fine. "A rose by any other name..." Karzai undoubtedly believes that by making these village guards auxiliary police, giving vetting authority to the police, control of pay to the interior ministry and not arming them further he has enough control to be comfortable. Oh, yes, he also wants them not to be trained for "offensive combat."
Well, I have some experience of this kind of effort and I doubt if this will work the way he thinks it will.
1 - When are ambushes offensive and when are they defensive?
2 - Are mortars offensive or defensive weapons?
3 - Are fortifications around a village defensive in nature if they enable the villagers to defend themselves against any sort of enemy?
4 - If history is an indicator of the future the Interior Ministry people will pad the rolls to pocket the extra pay. Some of it they will steal anyway.
5 - The Interior Ministry will attempt to "vett" out prospective member who they think of as "troublemakers." Some of these will be the natural leaders of the village.
6 - Weapons? That will happen, A miracle!
Problems? Hey, if this were not difficult it would be disappointing for those who are going to do it.
Will this change the final outcome? It might affect the final balance of power in the country. pl
